Research and development in the areas of equatorial spread F, irregularities generated by the artificial release of ionospheric plasma clouds, and equatorial E region electrojet irregularities are reviewed. It is noted that after sunset the E region begins to recombine and there is effectively no E region conductivity to short out any irregularities in the F region. Consideration is given to artificial injection of ion clouds in the ionosphere as a technique for studying various ambient ionospheric conditions, e.g., the mapping of electric fields based on the bulk cloud motion. Two types of echoes in the equatorial E region were found. The type I echo exists when the relative electron-ion drift velocity exceeds the ion acoustic speed and the type II occurs when the drift velocity is below this value and appears to travel at the drift velocity of the electrons.
