The present paper deals with Intercosmos-14 data concerning (the detected) ELF noise pulses, with the local gyrofrequency as the upper bound and the local cutoff frequency as the lower bound. An explanation is proposed for the presence of only left-hand circular polarized (ion-cyclotron) waves in the recorded noise spectrum. It is shown that cyclotron resonance instability excited by 100 to 200 keV protons in the inner belt is a possible source of the ion-cyclotron noise.
