The kinetic-equation method is used to analyze conditions for the excitation of electrostatic ion-cyclotron waves in a collisional current-carrying ionospheric plasma in the case when rHi is greater than lambda. Numerical results show that in regions of field-aligned current this excitation occurs at critical velocities less than the thermal electron velocity. In regions of transverse current, it occurs at electric-field values corresponding to perturbed conditions.
