It is shown that the weight contribution of the antisymmetric diurnal variation to the average annual first harmonic of the angular distribution of galactic cosmic rays is negligibly small. The main mechanism responsible for the observed anisotropy is a convective-diffusive one, taking the adiabatic deceleration of particles into account. The energy spectrum of this mechanism does not change with the solar cycle.
