Results are presented of an investigation of the emission and propagation of solar cosmic rays (SCRs) in the September 29, 1989 event which was recorded by the world neutron monitor network. Energy and pitch-angle characteristics of SCRs on the earth's orbit, as well as parameters which characterize the SCR source on the sun and diffuse properties of the interplanetary medium are obtained.
