The z-dependence of the rotation velocity of the Galaxy in the region less than R0 is studied. Results of 21-cm line profile observations for an absolute value of b less than or equal to 30 deg are used for this purpose. The dependence of the oblateness of the constant angular velocity surfaces on their semimajor axes is found. The mean z-gradient of the linear rotation velocity is -10 km/s kpc.
