The study of ionospheric scintillations of radio signal involves the problem of electromagnetic (EM) wave propagation in random media. Modeling GPS scintillations from high latitude ionospheric irregularities can be thus considered as a 3 dimensional forward EM propagation problem. Moreover, the path of satellite signal to ground has a variable angle of incidence. This delivers more challenges for the problem in addition to those created by the inhomogeneity in the random media of irregularities as well as by the geometry of magnetic field lines at high latitude and polar regions. We have recently developed a full 3D EM propagation model through random media that is applicable at high latitudes. Our model addresses the above issues by development of a set of routines to: 1) generate multiple phase screens using a high latitude 3D spectral model of irregularities, 2) propagate a signal through these phase screens and, 3) propagate the signal to the ground. This paper will report on the development of the model and comparisons of the model predictions with observed scintillations from GPS receivers at South Pole and from a remote site at 81S latitude and 22W longitude during the geomagnetic storm of 5-6 April 2010, and from an event of unusual auroral activity observed on 20 May 2010. The 3D numerical model will be used to try to elucidate some of the physical causes of the scintillations that remain ambiguous from only the observations. These include the altitude of the irregularities that produce the scintillations, the drift speeds of the irregularities, and whether the observed scintillations are due to particle precipitation or F-region instability mechanisms.
