A scenario for the generation of cosmic rays with energies greater than 10 to the 15th eV by statistical turbulent acceleration mechanisms in interstellar and intergalactic space is described. Although localized galactic sources can produce the bulk of low-energy cosmic rays, their upper energy limits are actually in the range of 10 to the 15th eV. Hence, for the high-energy part of the spectrum up to 10 to the 20th eV, localized sources can be considered only as an injection mechanism, requiring further acceleration. It is proposed that this mechanism consists in stochastic processes based on collisions with plasma turbulence in the interstellar and intergalactic medium.
