Consideration is given to the observations of Roeder et al. (1987) of electrostatic emissions in the first five harmonic bands of the electron cyclotron frequency, following a lithium release in the solar wind. The observations are interpreted in terms of Bernstein waves supported by the equilibrium solar wind plasma. It is suggested that the source of the radiation is the space charge distribution due to the spatial separation of electrons and ions through different trajectories in the magnetized solar wind.
