The present analysis of experimental data indicates that for oblique
ionospheric propagation of radio waves at frequencies close to the
maximum penetration frequency of the F2 layer, there occurs a
nonresonant disturbance of the ionospheric plasma parameters. A possible
qualitative interpretation of this effect is proposed.
