A theoretical study is made of cosmic-ray fluctuations in the case when the Larmor radius of particles is significantly smaller than the spatial scales of the variation of the interplanetary magnetic field (IMF). This case includes intensity fluctuations of low-energy particles (less than 1 GeV) as well as the low-frequency region (10 to the -6th to 10 to the -4th Hz) of intensity fluctuations of particles with energies higher than 1 GeV. It is shown that the spectral exponent of cosmic-ray fluctuations coincides with the spectral exponent of IMF pulsations, and that the fluctuation amplitude depends on anisotropy in the distribution of particles and particle pitch angle.
