The effect of the electric fields of lightning discharges on the
dynamics of charged particles in the ionosphere is analyzed in the
quasi-hydrodynamic approximation. It is demonstrated that two-stream
(current) instability can be initiated in the E region by the electric
fields of lightning discharges.
