Venera-10 occultation data were processed in order to yield time spectra of frequency fluctuations and the shape of energy spectra of radio waves propagating through the near-solar plasma at different positions of the beam path relative to the sun. The spatial spectrum of plasma inhomogeneities, the dispersion of electron concentration fluctuations, and solar wind velocity were determined. Examples of smearing of the energy spectrum of 928-MHz radio waves for different values of the angle (psi) between the directions to the center of the sun and the spacecraft are shown. As psi decreases from 6.6 to 0.6 deg, the width of the spectrum increases by more than 100 times. The shape of the tails of the energy spectra indicate that small-scale electron concentration inhomogeneities can be described by the Kolmogorov-Obukhov spectrum.
