The author assumes that the inhomogeneous distribution of the heat sources in the earth's interior is responsible, through thermal conduction, for the fluctuations of the surface heat flow. The interior temperature so related is assumed to cause uneven thermal expansion and to produce a density anomaly, which in turn causes the gravity anomaly observed on the surface of the earth. The purpose of this paper is to form a theory to test these assumptions
