It is pointed out that a global mean radiative equilibrium model for the upper atmosphere of Venus developed by Dickinson (1972) contains some arbitrary assumptions which might lead to errors. A description is, therefore, given of a new formulation for the energetics of carbon dioxide molecules with finite and nonzero vibrational-vibrational exchange rates. Transitions between ground state molecules of a particular isotope and the corresponding first excited level are examined. Higher level populations and the solar excitation term are also considered. Attention is given to heating rates, questions of radiative equilibrium calculation, and the various contributions to radiative emission.
