The field structure of an electromagnetic wave diffracting on a two-dimensional, large-scale phase screen is examined. The field structure is shown to be substantially governed by the value of a characteristic focusing factor. The statistical characteristics of scatter angles and phase at the ground coincide with corresponding values at the screen for focusing factors below unity. At the same time, signal amplitude can rise strongly due to focusing effects at points where the focusing factor approaches unity.
