This paper describes a strategy to improve the traceability to the international system of units (SI) of radiometric measurements associated with remote sensing. The strategy discusses problems with terminology and current methodologies, using spectral radiance as an example. In this paper, a range of new transfer standards are discussed which have the potential to reduce the uncertainty of such measurements by up to a factor of ten for both pre-flight and post-flight calibrations.
