We present results of a study using CLUSTER ion composition data from the CIS instrument to determine the impact of substorms on ionospheric ion access to the plasma sheet during geomagnetic storms. In earlier work, a superposed epoch analysis of substorms that occur during storms did not show a systematic increase in O+ associated with the substorms. However, we have also identified individual storm time periods in which there is an increase in solar wind dynamic pressure, followed by an increase in O+ in the plasma sheet, with a delay of 2--4 hours. In those cases, the occurrence of O+ was preceded by a substorm onset. Thus the substorm seemed to play a role in brining O+ to the plasma sheet, either by increasing the outflow of ions from the auroral zone, or by bringing lobe O+ into the plasma sheet through reconnection. In this study we identify how often the initial increase of O+ in the plasma sheet during a storm is associated with a substorm. From this we will be able to determine whether substorms are an important component in enhancing O+ access to the plasma sheet.
