The global equatorial coverage of the C/NOFS satellite is ideal for determining seasonal, longitudinal, and local time variations of ionospheric processes. To gain a better understanding of these variations for ionospheric scintillation, ion density measurements by the Ion Velocity Meter (IVM) are used to generate an in-situ S4 scintillation index. The effect of measured irregularities upon communications is determined by extracting perturbations in ion density from the background over a defined spatial scale using wavelet analysis. These band-limited waveforms are mapped to scale sizes responsible for communications disruption by using a power law irregularity spectrum. A comparison of in-situ and ground station measurements of scintillation will be presented.
