A geometric expansion of the space-time metric is described by a set of field equations that preserve the proportional relationships of local measures, including those associated with fundamental constants, yet predicts that from a historical perspective the effect of gravity should be a function of cosmic time. The necessity for dark matter to preserve celestial stability can be significantly reduced.
