This proposal defines the procedure for determining the optimum pulse amplifier discriminator (PAD) threshold setting for each of the IDTs and the PMT on the HSP when configured in the digital mode. The bright earth will be used to test each of the detectors; powered to their nominal operating voltages each IDT will integrate on the target through a selected 1.0 arcsec aperture for twelve different PAD settings. After each integration a dark count is taken. The PMT will also observe the bright earth at twelve different PAD settings, but must observe the dark earth for its corresponding dark counts.
