The Spallation Neutron Source (SNS) under construction at the Oak Ridge National Laboratory will produce as a by-product, the world's most intense flux of decay-at-rest neutrinos with an energy spectrum in the range of energies relevant for nuclear astrophysics, supernovae dynamics and nuclear theory. A shielded neutrino detector enclosure at a distance of 20 meters from the SNS target will see a neutrino flux more than 10 times what is achievable at current facilities. This SNS facility will provide for a long-term program of high-precision neutrino-nucleus cross section measurements, with a predicted statistical accuracy of 10% with one year of data. We have proposed both a segmented detector and a homogeneous detector for the neutrino facility. For isotopes that more naturally form a liquid target, (e.g. ^2H, ^12C, ^16O, ^127I), the homogeneous detector will contain the liquid solution in a volume of about 27 m^3. The liquid is surrounded by photosensitive devices measuring scintillation or Čerenkov light from the particle decay products. We will present the proposed design of the homogeneous detector and the results of simulations to analyze the performance.
