On the basis of the present study of the timing of various types of proton bursts, a model is proposed in which protons with energies greater than 0.3 MeV are produced in the plasma sheet only at substorm onset due to large induced electric fields. It is concluded that these large electric fields must persist for time intervals of a fraction of a minute and that protons energized during this period appear at geosynchronous orbit as DE events. Protons of similar energies and intensities appear in the distant plasma sheet at substorm onset as tailward flowing impulsive bursts. It is further concluded that the typical (nonimpulsive) plasma sheet proton bursts observed during the substorm recovery phase are due to a filling of the recovering plasma sheet by substorm-accelerated protons subsequently leaking out of the outer radiation zone.
