The high energy cosmic rays observed with the Kiel Electron Telescope (KET) on board ULYSSES vary with solar activity as well as with heliospheric position. Starting February 1992 ULYSSES climbed to high latitudes with a maximum reached in mid-September 1994 at 80° above the south polar cap. During the time of transition to solar minimum conditions the observed latitude dependence is much smaller than expected for both positively and negatively charged particles. Latitudinal gradients of quiet time nuclei are between 0.1 and 0.6%/° with similar values for electrons. Surprisingly effects of corotating interaction regions were observed up into the solar polar region as accelerated low energy ions and as recurrent decreases of high energy ions.
