An analysis of data on the small-scale anisotropy of the relic electromagnetic radiation leads to the conclusion that models of the universe with supermassive carriers of its 'hidden mass' are preferable. The processes of thermal motion of massive neutrinos lead to the smearing out of initial disturbances on some scales at the present time. This dictates the relatively small difference between the mass of matter below the horizon at the time of nonrelativization of the neutrinos and the mass of matter below the horizon at the time of equality of the densities of neutrinos and radiation.
