An analysis is presented of simultaneous measurements performed by Venera 11, 13, and 14 of the spectra of solar electrons and hard X-rays in the range of energies from 30 keV to 1 MeV. It is shown that gamma(X) = gamma(e) + 1 describes the relation between the spectrum index of electrons measured in interplanetary space and the spectrum index of solar-flare X-rays. This relation is characteristic for a thin target of excitation of X-ray bremsstrahlung.
