This paper describes the Normal Mode AOCS design for the GSTB-V2/A satellite, a mission in support of the GALILEO programme to validate key payload technologies and operations in advance of the primary mission. The spacecraft is required to maintain a nadir pointing attitude during nominal operations, whilst performing a continuous yaw manoeuvre around the orbit, allowing normal incidence on the solar arrays and providing a suitable thermal environment for the mission. To meet the demanding control objectives required throughout a wide range of Earth-Sun geometries, an attitude control approach based on the erection of a momentum bias perpendicular to the orbit plane, together with an integrated state estimator, has been developed. This provides permanent attitude and rate information, even during periods where limited sensor data is available.
