A substorm growth phase is considered to be a time-integrated effect of the solar wind-magnetospheric interaction initiated by a southward interplanetary magnetic field (IMF). The growth phase is discussed in terms of correlated changes in the near-earth magnetotail plasma sheet - field reconfiguration, changes in electron pitch angle distributions, and plasma sheet thinning - in conjunction with occurrences and motions of electron precipitation on the ground during periods of southward IMF. It is shown that there is a close correlation between changes in the plasma sheet and enhanced precipitation on the ground, and that the plasma sheet thinning induced by a southward turning of the IMF occurs before, and is probably causally related to, the onset of the substorm expansion phase.
