This paper uses matched asymptotic expansions to calculate the leading orders of radiation reaction from a system of two slowly moving bodies scattering gravitationally through a small angle. The leading time-odd secular effect corresponds to a slight decrease in the Newtonian mechanical energy of the system. The magnitude of this decrease agrees with the gravitational energy loss predicted by the so-called "quadrupole formula" and disagrees with the mechanical energy loss obtained by Rosenblum. Our solution satisfies a condition that excludes incoming radiation.
