The quasi-hydrodynamic equation method is used to examine the appearance of gradient-drift instability in a current-carrying plasma in the case of an arbitrary direction of the density gradient. Relationships for the oscillation frequency and increment are obtained in the local approximation, and a criterion for taking electromagnetic effects into account is proposed.
