A new present - day plate motionmodel ITRF200OVEL is determinated basing on the ITRF2000 velocity field that is free of any additional tectonic plate model assumption. The total angular momentum of the tectonic plates shows the ITRF2000 is not sufficient accordant with the definition of CTRF. The inconsistency will influence the long - term maintenance and highly accurate application of ITRF2000 as well as long - term variation of the Earth rotation parameters.
