It is shown that free rotational energy of elongated charged dust rods
in a magnetized plasma can be coupled to short wavelength (of order of
the ion gyroradius) modified ion-cyclotron waves. The latter may account
for enhanced potential fluctuations in planetary rings and in laboratory
magnetized plasmas when data from observations become available.
