We investigate physical conditions of rise and development of low-frequency instabilities in plasma of post-flare loops in the arch structures in solar active regions. Pair Coulomb collisions and existence of large-scale electric field are taking into account. We study the situation when plasma under consideration has spatial inhomogeneity of temperature, and amplitude of quasi-static large-scale electric field before the flare is slowly increasing in accordance with Heyverts-Priest-Rust theory. It turns out to be that two types of the waves are generated due to the rise and development of corresponding instabilities: kinetic Alfven wave and some new type of wave from the range of magneto-acoustic waves. The instability of the last one has threshold character with respect to the amplitude of electric field and, in principle, can be used for the short-time prediction of solar flare in the arch structures.
