Generation of kinetic Alfven waves as an effect of radiation which arises during solar flares is studied on the basis of kinetic theory. The dispersion equation is obtained. The growth rate and threshold value E(thr) are found. The values of E(thr) for the radio bursts of types II and III are given. The radio emission power during the bursts of types II and III is large enough for the generation of kinetic Alfven waves.
