The sharp transition between tail and dipole-like magnetic configurations which develops prior to the onset of magnetospheric substorms is discussed. It is shown that this boundary is unstable to westward traveling waves which are fed at the expense of azimuthaly drifting energetic ions in the restored dipolar configuration. Evidence that the surges observed simultaneoulsy on the ground are the projection along geomagnetic field lines of this distorted (unstable) boundary is given. Medium scale field aligned current structures are shown to develop as a result of this instability process and to tend to cascade towards smaller scale structures. Electron acceleration correlates very well with these small scale structures.
