Coleman (1970) has proposed that 'electromagnetic' (rather than viscous) friction is responsible for the generation of an electric field with a potential difference of 5-20 kV across the polar cap observed in the absence of the IMF. The present paper proposes a quantitative model for this generation mechanism. It is shown that there is good qualitative agreement between model calculations and the data of Troshchichev and Tsiganenko (1979) for an effective value of the magnetic Reynolds number of 100,000.
