Adiabatic density fluctuations of a cold collisionless gas in a radiation background are examined using a gauge-invariant formalism. Particular attention is paid to fluctuations which cross the horizon during the radiation-dominated era. The resulting density spectrum invalidates previous arguments that a Zel'dovich primordial fluctuation spectrum is not consistent with an axion-dominated universe.
