The limit to the Ga-71 lifetime with respect to decay with violation of
the charge conservation law is presented which can be obtained in a
gallium-germanium solar-neutrino experiment. It is shown that the
lifetime of nuclei for which this type of decay is possible may be
connected with a possible electron deficit in the universe.
