We investigate the evolution of a protogalactic cloud at red shifts z = 4-5 in the presence of primordial ice dust that was formed at z ~> 30. We show that a dust component with density in {OMEGA}_d_~ (1-2) x 10^-5^- has little effect on thermodynamic processes in the gaseous medium heated by a shock. At the same time, by absorbing thermal energy from the hot gas, the dust can be heated to T ~ 50 K, which results in infrared emission from the protogalaxy with a maximum at the wavelength λ ~ 3 x 10^-2^ cm and an integrated luminosity L ~ 3 x 10^23^M_gal_/M_sun_ erg/sec.
