The present analysis of the experimental characteristics of the regular VLF noise background is seen to support the concept of its generation by two frequency-diversity sources situated at high and mid-latitudes. The theoretical and experimental data do not contradict Kimura's (1967) assumption according to which the VLF background is generated in the equatorial magnetosphere at cyclotron resonances, nor Singh's (1970) concept of background generation by a ionospheric Cerenkov mechanism.
