Results of measurements of radio wave frequencies in the decimeter range in solar wind radio probing experiments aboard the Venera 15 and 16 satellites are analyzed. It is shown that the radio wave frequency increases as the ray line moves in the direction of the increasing electron concentration and decreases as the ray line moves away from the sun. The frequency shifts of the decimeter radio waves are typically 2.5-3 Hz at a distance of 3 solar radii from the sun. The refraction angle of the radio waves is determined as a function of the distance from the sun.
