Data from a chain of stations at a longitude of 120 deg are used to study the properties of Pc1-2 and PDP pulsations during a substorm with allowance for its phases and fine structure. A model for the excitation of the pulsations is proposed according to which the transition of Pc1-2 pulsations to PDP pulsations is correlated with the expansion of the auroral activation region toward the evening sector and the radial drift of the region of ion-cyclotron instability (responsible for the Pc1-2 pulsation) toward the earth.
