The paper presents a theoretical study of the surface dust layer of a cometary nucleus when it is fluidized by an outward-flowing vapor stream. It is shown that total fluidization from the inner to the outer boundary of the surface layer occurs in rare cases when there is a special relationship between the thickness of the dust layer and the heliocentric distance of the comet. A more common phenomenon is partial fluidization, where only the outer part of the layer is fluidized. The dependence of the thickness of the fluidized part on the heliocentric distance and on the thickness of the dust mantle is examined.
