Observations of 6210 EAS events with energy greater than 10 to the 17th eV were made using simultaneous recordings of Cerenkov light and charged-particle flux. It is shown that the experimental data on fluctuations of longitudinal EAS development contradict the scaling model but support the models that account for increases in the interaction cross section and the inelasticity coefficient of the leading nucleon as the primary energy increases.
