Expressions are obtained in the quasi-stationary approximation which relate random spatial irregularities of the ionospheric integral conductivity to fluctuations of electric and magnetic fields in the magnetosphere and the magnetic field on the earth surface. The formulas obtained can be used to study the spectral characteristics of ionospheric irregularities on the basis of satellite and ground observations.
