This paper presents a theory of electrostatic collisional plasma modes that are driven unstable by sheared field-aligned ion flow velocity. It is shown that the linear instability provides a direct means for the excitation of the subkilometer irregularities in the auroral F-region, with were reported by Basu et al. (1988). The spectral characteristics of the density and the electric field fluctuations that can be inferred from the theory are shown to be consistent with those of the observations.
