ICB-1300 measurements of field-aligned currents in the morning and evening sectors are examined. It is found that large-scale field-aligned currents are present at any level of geomagnetic activity and are located at the auroral-oval latitude. A two-layer current configuration is observed in the morning and evening sectors. In the morning sector, current flows from the ionosphere to the equatorial boundary of the current sheet and flows into the ionosphere at its near-polar boundary. The evening sector features an opposite current orientation.
