Data on extrema are given of the fine structure of the 11-year solar cycle for the N and S hemispheres of the Sun and for the entire Sun for solar cycles 18 - 21. They are based on the Pulkovo data and have been received with the half-annual sliding smoothing of monthly total sunspot areas. It is shown that the greater part of fine structure of the 11-year solar cycle for the entire Sun is due to one of the solar hemispheres (N or S). It is found that fine structure on the ascending phase of the cycle is determined by the N hemisphere and fine structure on the decending phase is determined by the S hemisphere, and vice versa. Some arguments are given in favour of the secular and 22-year variation of this peculiarity.
