An analysis is presented of the distribution of energetic electrons and ions during ten magnetospheric substorms observed by GEOS 2, whose onsets were accompanied by field-aligned beams of energetic (E values above 16 keV) electrons. Particular consideration is given to the relationships between the electron distribution and the simultaneously observed fluctuations of the geomagnetic and geoelectric fields. The results of the analysis indicate that the electron beams are the result of an acceleration of electrons in the parallel electric field of kinetic Alfven waves. A model for the beam formation, based on the interaction between energetic electrons and kinetic Alfven waves, is discussed.
