The Fermi Gamma-ray Space Telescope has opened a new window on the 10-100 GeV sky. Observations at these energies have confirmed the synchrotron explanation for previous observations of a microwave excess in the inner Galaxy (the "WMAP haze"). The same high energy electrons that produce microwave synchrotron there must also inverse Compton scatter starlight photons up to tens of GeV. I will show our analysis of the latest Fermi data and describe the electron population required to explain it. Possible sources, such as pulsars and WIMP annihilation, will be discussed.
